We cannot wave a magic wand to change our government to meet the current expectations of every citizen. So, our recommendation is to begin the planning process for what Government will need to be based on a longer term view of emerging forces in the world.

Require over 51% of US voters to have a high school diploma with an equivalent of an, at minimum average understanding of how US Government policy process and the federal political process

The concept of an educated voter is highly over-rated. First problem; if everyone that had a high school diploma actually voted, those that did not would have no impact on elections. Problem number two: redistricting and gerrymandering has effectivley corrupted the election process. Simply put, if you win the primary, you win the election; so it's about party politics and education has little impact on that piece of our democracy. Let's go back to talking about 2030...

The submission Ignored Integral provides the next step(admittedly not a magic wand) toward the balance envisioned by the founders. Lack of that balance inevitably leads to an aristocracy of some sort.
