Making Democracy Real - The argument for legislative juries


"Making Democracy Real” proposes that, in order to benefit from the full spectrum of our nation’s citizenry, legislatures should be chosen the way juries are – by random selection.

A real democracy has two legs: voting by legislative bodies on matters of policy; and choosing those who do that voting by random selection -- thus garnering a descriptively proportional representation of the American people.

Citizens who wish to place themselves in the lottery for selection could be first required to pass the naturalization test to show basic competence and understanding of the civic structure.

This would create a legislature that met the criteria of a true democracy -- one that was descriptively representative of all the people.
