A step in the right direction ... direct voting for policy matters (not for candidates). But the problem is that the process favors those who have the time to advocate for their project. It would be better if the lawmaking body itself were descriptively representative of the people. Then budgeting -- and everything else -- would be fully participatory.

I LOVE your submission! We're doing this in Rockford Illinois - in one neighborhood where grant money will be spent using this process. You are definitely in the running - meets the criteria of the contest judges, as does my submission.
